WE CAN BASICALLY START THE DESIGN.
YOU GUYS HAVE TO PAY FOR THE FULL THING, BUT IF WE GET SELECTED IN NEXT FEBRUARY, WE'RE BASICALLY WALKING IN THE DOOR SAYING, HERE ARE THE DESIGNS, PUT US ON THE BID PROJECT AND WE CAN BASICALLY GET THE CONSTRUCTION ROLLING QUITE A BIT FASTER.
UH, 'CAUSE WE'RE NOT WAITING FOR DESIGN.
AND WE CAN ALSO START WITH THE WHOLE GETTING WHATEVER RIGHT AWAY OR CONSTRUCTION EASEMENTS THAT WE NEED.
UM, TO ADD A LITTLE BIT MORE TO THAT, I ASKED, UM, CW, SO THE DESIGN WOULD BE ON US DESIGN'S APPROXIMATELY USUALLY 10% OF THE PROJECT.
THIS PROJECT, IT WOULD BE FOR THE FOUR FOUR REINFORCED CONCRETE BOXES OF THE, UM, THE, THOSE CONCRETE CULVERTS IS GONNA BE AROUND A MILLION DOLLARS.
SO WE'RE LOOKING AT A HUNDRED THOUSAND DOLLARS DESIGN COSTS.
BUT THEN IF WE'RE SELECTED FOR THE H TRIPLE R, THEN THEY PAY 90% OF THE CONSTRUCTION.
WE WOULD BE RESPONSIBLE FOR 10%, WHICH WOULD BE APPROXIMATELY AROUND ANOTHER A HUNDRED THOUSAND, BUT OF A MILLION DOLLAR PROJECT, THEN WE WOULD BE AT APPROXIMATELY $200,000 FOR A MILLION DOLLAR PROJECT.
WE'LL ALSO HAVE TO HAVE A CONSTRUCTION EASEMENT OR I'LL HAVE TO TALK THE, THE, THE PROPERTY ON THE WEST SIDE OF THIS FENCE.

I DO WANT TO TELL YOU THAT YOUR SAFETY COMMITTEE HAS BEEN FULLY FORMED AND THEY'RE FULLY FUNCTIONAL.
THEY'VE HAD SEVERAL REALLY GOOD MEETINGS UNDERNEATH THEIR BELT.
AND EACH ONE THEY GET A LITTLE BIT BETTER ON AS THEY PROCESS THINGS THROUGH.
YOU'RE SEEING THESE COMMITTEE MEMBERS BRING IN SAFETY CONCERNS TO THE COMMITTEE AS A WHOLE.
THEY'RE TALKED ABOUT, THEY'RE, THEN THEY'RE SENT OVER TO THE ADMINISTRATOR WHO THEN WORKS WITH THE SAFETY COMMITTEE TO ADDRESS THOSE.
SO WE'RE SEEING SOME RESOLUTION ON THOSE AND IS, IT HAS PROVEN TO BE A REALLY GOOD VENUE FOR THE EMPLOYEES TO RUN THEIR CONCERNS UP TO AND THROUGH MANAGEMENT.
SO I WOULD CONGRATULATE THOSE GUYS ON REALLY BEING SUCCESSFUL IN GETTING THAT GOING.
UH, WE'RE STRUGGLING JUST A LITTLE BIT ON THE ROOT CAUSE ANALYSIS, BUT THAT IS A FAIRLY HIGH LEVEL PROCESS.

WE DID IN THE LAST MEETING, HAVE THE OPPORTUNITY TO REVIEW THE TRAINING TOPICS THAT HAD BEEN DECIDED IF, UH, IF YOU RECALL, WE SENT OUT TO THE DEPARTMENT HEADS ALL THE TRAINING TOPICS THAT WE THOUGHT WAS APPROPRIATE FOR THEIR GROUP.
WE DID RECEIVE RESPONSES FROM MOST OF THEM.
SOME OF THE DEPARTMENTS ARE A LITTLE SLOW TO RESPOND, SO WE'RE GOING TO GO WITH WHAT WE PROVIDED THEM WITH AS THOSE TRAINING TOPICS AND WITHIN THOSE TRAINING TOPICS THAT WERE A GROUP OF TOPICS THAT EVERY DEPARTMENT WILL BE REQUIRED TO COMPLETE.
AND SO AT THE LAST SAFETY COMMITTEE MEETING, WE HAD THE SAFETY COMMITTEE REVIEW THOSE REQUIRED TRAINING TOPICS AND PICK THEIR HIGHEST PRIORITIES OF WHICH THEY PICKED SEVEN PRIORITIES.
AND THOSE ARE THE ONES THAT WE'LL BE PURSUING INITIALLY.
SO WE'RE, WE'RE APPROACHING THAT FROM A COUPLE DIFFERENT ROUTES.
UH, ONE OF THE HIGHEST PRIORITIES IS DRIVING SAFETY.
SO WE'LL BE WORKING TO FIND A PROVIDER FOR THAT COURSE.
THE NUMBER TWO WAS THE EMERGENCY ACTION PLANS.
NUMBER THREE WAS PRE-JOB BRIEFING.
NUMBER FOUR WAS JOB SAFETY ANALYSIS AND NUMBER FIVE WAS FIRST AID, C P R AND A E D.
NUMBER SIX WAS INCIDENT INVESTIGATION AND ROOT CAUSE ANALYSIS.
AND NUMBER SEVEN IS FIRE EXTINGUISHER AND FIRE SAFETY TRAINING.
SO THOSE ARE THE ONES WE'LL BE FOCUSING ON PROVIDING THE TRAINING FOR.
APRIL IS WORKING WITH, WITH ME NOW ON THE COLLEGE HAS THE ABILITY TO PROVIDE SOME OF THESE AS DO WE HAVE OTHER RESOURCES WITHIN THE COUNTY.
SO WE'RE WORKING TO GET THOSE FINALIZED UP SO WE CAN GET THOSE COURSES SCHEDULED THROUGHOUT THE ENTIRE EMPLOYEE BASIS REQUIRED.

COMMUNICATION CENTER PARA PROJECT.SO COMMISSIONERS, YOU'RE GONNA HEAR THIS PROJECT COME BEFORE YOU SEVERAL TIMES AND IT'S GOING TO BE REFERRED TO AS THE E P S S PROJECT.
AND THE REASON FOR THAT IS THAT'S AN ACRONYM THAT APRIL JUST LOVES.
IT'S THE EMERGENCY POWER SUPPLY SYSTEMS. AND WE USE THAT ACRONYM BECAUSE THAT'S A PROCESS THAT'S THAT'S MANDATED AND COVERED BY THE N F P A DOCUMENTATION THAT'LL BE UTILIZING THROUGHOUT THIS PROCESS, PARTICULARLY AS IT RELATES TO THE TESTING OF OUR GENERATORS AND OUR U P SS SYSTEMS. UH, MOST OF YOU HAVE HAD THE OPPORTUNITY TO REVIEW THE R C A INVESTIGATION FROM THE COMMUNICATION CENTER AND KNOW WHAT HAPPENED THERE AND WHAT THE ROOT CAUSE WAS.
BUT A DERIVATIVE FROM THAT PROJECT, IF YOU LOOK AT THE BACK END OF THAT, ARE THE FOLLOW-UP ACTION ITEMS THAT CAME OUTTA THAT ROOT CAUSE ANALYSIS.
AND THE BIGGEST PROCESS OF THOSE WERE, WERE WHEREBY WE NEEDED TO GO INTO THE EMERGENCY COMMUNICATION CENTER AND LOOK AT THE CIRCUITRY THAT WAS POWERING THESE EMERGENCY DEVICES TO MAKE CERTAIN THAT WE UNDERSTOOD THE SOURCE OF ALL THE EMERGENCY COMMUNICATION EQUIPMENT AND THE ANCILLARY EQUIPMENT THAT WAS BEING POWERED WITHIN THE EMERGENCY COMMUNICATION CENTERS SO THAT WE NOT ONLY KNEW WHERE THE SOURCE CAME FROM, BUT THEN COULD DETERMINE FROM THAT THE EXACT LOADING THAT WAS BEING POWERED BY THIS EMERGENCY POWER SUPPLY SYSTEM.
SO WE HAVE MET WITH A, UH, CONTRACTOR OUT OF LIBERAL A AN ELECTRICIAN, AND WE'VE HAD TWO MEETINGS WHEREBY WE SET OUT A SCOPE DOCUMENT FOR HIM TO START TO CONSIDER WHAT WE NEED TO DO IN THERE.
AND THEN JUST TODAY WE DID A WALK DOWN OF ALL THE SYSTEMS WITHIN THAT EMERGENCY COMMUNICATION CENTER AND THE JAIL BECAUSE THEY'RE INTERTWINED TO GET A BETTER FEEL FOR WHAT WAS GOING ON OVER THERE AND HAD THE OPPORTUNITY TO PULL THE BUILDING DRAWINGS SO WE COULD BEGIN TO LOOK AT THAT BECAUSE ONE OF THE DELIVERABLES COMING OUT OF THIS PROJECT WILL BE MAKING CERTAIN THAT THE BUILDING DRAWINGS ARE 100% ACCURATE AND REVISED AS NECESSARY AS WE GO THROUGH THIS PROCESS.
SO, SO THE CONTRACTOR IS NOW GOING TO BE PROVIDING US BACK A PROPOSAL ON HOW TO MOVE THROUGH THIS.
AND IT HAS TO BE A TIME AND MATERIAL PROPOSAL.
THERE'S NO WAY OF KNOWING WHAT THE SCOPE IS.
HOWEVER, WE DO HAVE MILESTONES SET OUT IN THAT.
SO WE'LL TAKE THAT SCOPE OF PROPOSAL FROM THAT CONTRACTOR AND THEN WE'LL WRITE OUT EXACTLY WHAT WE WANT TO DO.
WE'LL WORK WITH NATHAN ON DEVELOPING A CONTRACT AND, AND THE PLAN IS, IS TO HAVE THAT BACK IN FRONT OF YOU BY THE NEXT MEETING, WHICH IS IN TWO WEEKS RIGHT.
FOR YOUR REVIEW AND HOPEFUL APPROVAL IF IT, IF IT MEETS WITH YOUR EXPECTATIONS.
AND THAT WOULD ALLOW US TO MOVE THROUGH THAT EMERGENCY COMMUNICATION CENTER AND GET ALL THESE PROBLEMS RESOLVED AND INSTALL IN A PROPERLY SIZED U P S SYSTEM ON THE PIECES OF EQUIPMENT THAT ARE NOT CURRENTLY PROTECTED ON THE U P S.
I WANNA SPEND JUST A LITTLE BIT OF TIME OF HELPING YOU UNDERSTAND THAT STRUCTURE BECAUSE THIS U P S SYSTEM IS WHAT WE CALL A BRIDGE ELEMENT.
AND SO IN THE EVENT OF A POWER FAILURE, THIS U P S COMES IN INSTANTLY IN MICROSECONDS AND SUPPORTS FROM A POWER PERSPECTIVE, THOSE PIECES OF EQUIPMENT.
AND THEY'RE SIMPLY THERE TO BRIDGE THAT TIME SPAN FROM THE POWER OUTAGE TO WHEN THE EMERGENCY GENERATOR IS ABLE TO MAINTAIN THAT LOAD AT FULL LOAD.
SO WE WANNA MAKE CERTAIN THAT WE GET THIS ALL DESIGNED CORRECTLY AND THEN WE WANT TO BUILD THE PROCESS OF GOING IN AND TESTING THESE ELEMENTS ON A RECOGNIZED TIME BASIS USING A RECOGNIZED PROCEDURE FROM THE N F P A THAT GIVES US THE ABILITY TO TEST IT FULL LOADS.
NOT ONLY THE U P S SYSTEMS, BUT THE GENERATOR ITSELF.
VERY CLEAR SET OF GUIDELINES AND PROCEDURES ON HOW THAT HAS TO BE DONE.
AND IN FACT, THE SHERIFF'S DEPARTMENT DID GET AN INSPECTION FROM THE FIRE MARSHAL'S OFFICE THE OTHER DAY ASKING FOR THE DOCUMENTATION SHOWING THAT THAT TESTING HAD BEEN DONE.
SO THERE IS A GRACE PERIOD NOW FOR US TO COMPLETE THAT PROCESS.
AND FRIDAY MORNING WILL BE THE FIRST TIME WE GET TOGETHER AS A GROUP TO RUN THAT EMERGENCY GENERATOR UNDERNEATH A PROCEDURAL ELEMENT TO BEGIN TO BUILD THAT PROCESS SO THAT WE CAN MEET THAT REQUIREMENT ON THE RECOMMENDED RECOMMENDED PERIODICITY AS WELL AS PROCEDURALLY HIT THOSE LOAD REQUIREMENTS OF A DIESEL GENERATOR.
SO THAT'S KIND OF A LOOK AT WHAT THE E P S S PROJECT IS GOING TO ACCOMPLISH.
I I SUSPICION WE'LL BE THREE, FOUR MONTHS AT A MINIMUM ON THIS AND WE'LL HAVE THAT PROPOSAL IN FRONT OF YOU NEXT MONTH SO WE CAN PROCEED WITH THAT.

UH, AND THOSE WOULD BE NON-PRODUCING MINERALS GENERALLY IS WHAT, WHAT IS GETTING TAXED HERE BECAUSE THEY USUALLY GET PAID OUT OF THE RENDITION PROCESS IF THEY'RE PRODUCING.

WE HAVE THE KISMET LITTLE WORLD'S FAIR COMING UP ON LABOR DAY, ACTUALLY WE'VE GOT SOME STUFF GOING ON, UH, SUNDAY AND AND MONDAY.
SO WE HAVE A PRETTY GOOD LINE OF EVENTS LINED UP FOR THAT.
UH, SO EVERYBODY THAT CAN COME OUT TO OVER TO KISMET TO THE KISMET LITTLE RULES FAIR, UH, COME ON OVER, YOU'LL HAVE A GOOD TIME.
BE A LOT OF THINGS THAT WE CAN DO.
SO, UH, JUST WANNA REMIND EVERYBODY ABOUT THAT.
I DO THINK IT'S IMPORTANT TO THANK EVERYBODY.
AND SO I WANNA GO BACK TO THE FAIR BECAUSE I THINK SOMETIMES PEOPLE THINK THAT THE FAIRGROUND STAFF, THAT'S JUST THEIR JOBS, BUT THEY GO WAY ABOVE AND BEYOND.
SO I WANNA SAY A SPECIAL THANKS TO KEVIN, DAVID, JOE DELBERT, CARMEN, LINDA, ALSO OUR ROAD AND BRIDGE CREW BECAUSE THEY HAVE TO GO OUT THERE AND HELP, ESPECIALLY WHEN THERE'S ANYTHING LIKE THE DEMOLITION DERBY.
UM, BOBBY, JACE, ROGER AND RICK ALL HELPED.
AND THEN OF COURSE GREG AND ALBERT FROM OUR MAINTENANCE DEPARTMENT.
MELINDA WORKED EVERY NIGHT C DID OF THE FAIR.
UM, I WAS OUT THERE SOME TOO, BUT ALSO, UM, THE NIGHT OF THE DEMOLITION DERBY, WE DID HAVE A STORM.
I WANNA THANK GREG STANDARD 'CAUSE HE WAS ON IT.
HE WAS, UM, TO WARN EVERYBODY WITH ROSA, THEY DID HAVE A SUCCESSFUL EVACUATION OF THE GREEN STANDS INTO THE AG BUILDING.
UM, THE SHERIFF'S OFFICE DID ASSIST WITH THAT AS WELL.
I DON'T HAVE THE NAMES OF ALL THE SHERIFF'S OFFICERS THAT WERE THERE, BUT THEY DID ASSIST.
THE ONLY TIME IT GOT A LITTLE SQUIRRELY IS WHEN THEY ANNOUNCED THAT THEY WERE GONNA OPEN BACK UP THE SHOW AND I GUESS EVERYBODY LIKE PILED OUT 'CAUSE THEY WANTED TO GET BACK TO THEIR SEATS THAT THEY HAD.
AND UM, SO, UM, WHEN THEY TALK ABOUT A PLAN FOR EVACUATION AND STUFF, THE EVACUATION PART ACTUALLY WENT ORDERLY.
IT WAS WHEN THEY ANNOUNCED THAT THEY WERE GONNA GET STARTED AGAIN, THAT IT GOT A LITTLE CRAZY.
BUT AGAIN, IT WAS, UM, THANK YOU TO THE SHERIFF'S OFFICE.
